• Amendment 3 (whitepaper §16 Highest-Priority Next Moves) — applied in place in r3.6 §16.
• RULING, AMENDMENT 2 and CONSISTENCY NOTES — carried verbatim in r3.6 Appendix A. Amendment 2 governs docs/MIZOKI_SIGNAL_GROWTH_CONTROL_UNIFIED_SYSTEM_r2.0.md §5/§6 where they differ; it is carried, not folded, because its base is that document.
