Executive Summary
The BOSS AGENT.md report reveals that services are deployed but functionally broken. Three independent investigations found conflicting information, but empirical testing (Report 3) proves:

Report 3 is correct - Services exist and respond, but integration failures prevent orchestration from working.
Root Causes (From Report)
1. Python Module Import Failure (CRITICAL)
Issue: from moa.moa_controller import MOAController fails in Cloud Run

Docker doesn't set PYTHONPATH
