Amendment r1.3 added §13, the nine extended capabilities U1–U9 (passport chaining, governed-vertical generalization, GraphRAG/CausalRAG explanation retrieval, the MarketSignal external knowledge graph, the Geo-SCM scheduler, the stockout DEL veto, the governed build fleet, deploy-time canon correction, and the intent tool surface with deterministic scenario replay). r2.0 §13 carries every heading, label and body unchanged.
