CRE Prospecting Lane — Status Report

Date: 2026-08-17 Scope: Everything landed on the CRE prospecting lane (cells 38–39) from P0 discovery through the deploy-lane merge and branch cleanup. Truth discipline: every state below is labeled per .claude/memory/active/current-priorities.md vocabulary; nothing here is deployed-verified unless a run id backs it. Platform ceiling applies: built, pre-benchmark.

1. Governance foundation — landed, owner-approved

2. P1 — Cell 38 cre-prospecting-core (SENSE→REASON)

• Commit: 0a6d36de (auto-merge 26018a4c), ancestry-verified.
• Full SENSE→REASON engine in src/cells/cell38/: roster/flyer intake, market-freshness contract with failing-path tests, two-tier PII, hard-coded deny rules.
• 4 canonical mappers (cre_tenant_roster, cre_household_roster, cre_listing_flyer, cre_listing_feed) in transforms/cre_mappers.py with person-field and deny-list rejection; schema enum + both virtuoso_models homes moved in the same commit.
• Tests at landing: 83 cell + 29 mapper; P4 later raised cell38 to 244.
• State: implemented — NOT deployed (see §6).

3. P3 — Cell 39 cre-outreach-engine (PLAN/VALIDATE→DECIDE→ACT→LEARN)

• Commits: 1fb1f53b (build) + afff4fc9 (union merge), ancestry-verified.
• src/cells/cell39/outreach_cell/:
• Authoring via virtuoso_call(Role.CREATIVE_MM) only — no model strings, no vendor SDK imports (both grep/AST-tested); served_by != "primary" on an alerted metric; reasoning traces to the WIRING §6 sink.
• Five-check validation passport as a hard gate — quality (Appendix-D SF-presence bug fixed: membership test, never body.index ValueError), compliance (CAN-SPAM; residential adds TCPA consent, Fair-Housing steering terms, state DNC fail-closed, license disclosure), market freshness ($/% figures need a verified in-age record; attested numbers judged by the claims check), attested claims (the "80% stay in place" sentence dies unattested — owner decision O2 open), opt-out. All five always run; failure = no draft exists, never downgraded.
• AUTO_SEND = False — module literal, AST-asserted by test; no env/flag path flips it.
• Two-key: per-message, single-use, content-hash-bound, expiring human approvals (approver from auth, never a body field); blanket approvals impossible by shape; DCP submit records advisory-only (CRE advisory_only=True, II.4); cre/binding_commitment FORBIDDEN_AUTONOMY untouched.
• Governed send queue: hourly/daily caps, stagger + deterministic jitter, 20:00–07:00 blackout, weekend suppression, final opt-out re-check immediately before each release.
• DraftDeployer interface with Outlook (Graph) and Gmail implementations — transports operator-held, unconfigured fails loudly; idempotency key, pre-state capture, rollback (delete draft); CRM stage revert on the Pipedrive side.
• Pipedrive CRM: recommend-only mutations until a redeemed approval; 9-stage account-scoped seed pipeline + deal-value seed formula (design-derived defaults, account-overridable — the source spec's tables are not in-repo).
• Follow-up state machine (no APScheduler): day 5 / day 10, jurisdiction-scoped holiday deferral, replies read from ingested cre_reply_event canonical events only, 2-hard-bounce suppression; the platform scheduler lane invokes the tick.
• Holdout as a structural precondition: a campaign cannot exist without an ITT holdout (fraction 0.10–0.20, stated MDE, stated stopping rule) registered at creation; matches without a campaign refuse authoring; holdout-arm prospects are deliberately withheld; activation shape = uplift_export_cohort → guardrails → DCP.
• Lift with 95% CIs against the registered holdout; open_rate: "not_measured" (no pixels — personal-email doctrine + Apple MPP); failed DoWhy refutation withholds incremental figures; A/B template framework records LearningRecord-shaped rows only.
• Platform-level opt-out registry (opt-out anywhere suppresses everywhere); NDR subject classification; erasure keeps the hashed suppression stub (erasing suppression would re-enable contact).
• 3 canonical mappers (cre_outreach_touch, cre_crm_deal, cre_reply_event) — full five-part registration; unioned with Cell 38's set at afff4fc9 (hand-resolved, rule 02, no -X theirs); schema-hash pin moved deliberately to 686738a05b36.
• Suite: tests/cre_outreach/ 77 tests at landing (119 after P4), including the adversarial passport fixture set — every seeded bad draft blocked, plus a non-vacuity proof.
• State: implemented, registry row cell39 = source-only — NOT deployed (see §6).

4. Shared-package deploys fired by the P3 merge — verified green

Deploy Router dispatched the three services whose paths match src/shared/virtuoso_models/**:

The unioned mapper schema (pin 686738a05b36) is deployed on virtuoso-models. Standing caveat: a green deploy serves only while traffic is unpinned; no serving-revision probe was run from this workstation.

5. P4 — rails audit (both cells)

• Commit: 53b24f15. Additive test files only: +42 passport/voice/bounce tests, +161 deny-key tests; every forbidden term (13 base + 12 steering), all 31 deny keys × 2 mappers, all 32 blocked features, all 15 raw-person fields, the 4 previously untested passport branches, bounce threshold both directions — each with a remove-and-fail ratchet.
• Suites after P4: cre_outreach 119, cell38 244, shared 76 — green.
• Audit matrix + limits: docs/reports/CRE_P4_RAILS_AUDIT_2026-08-17.md.

6. Deploy lane — exists, never run; NOTHING IS DEPLOYED

• deploy-cre-prospecting.yml: PR #707 merged 66d6dedb (owner-approved, 2026-08-17T13:54Z); PR #708 added the cell38 job, merged 0e60925b (owner-directed). Registry truthkeeping rode 526b29de; cell39 Dockerfile fix 2907d5fd; MIZOKI_STORE=memory pinned in the four connector _env.py files d3230c3f.
• The workflow is dispatch-only by design (cells 33–37 pattern): no push trigger, so merging deployed nothing. Measured 2026-08-17: zero runs of this workflow exist. Cells 38 and 39 have never been deployed; deployed-ci becomes true at the first successful run, not before.
• ADDENDUM (later the same day, superseding the two lines above): owner typed APPROVED: DEPLOY; both cells first shipped via direct gcloud builds submit (b3c5be8c / 538604e8, revs 00001-t8s / 00002-jxq), then the workflow's first successful dispatch run 32040792956 (14:57Z) re-deployed both — serving revs cre-prospecting-core-00002-n4x and cre-outreach-engine-00003-ld4, sha256-pinned images, 100% traffic, Ready=True, latestReady==latestCreated. Independently re-measured from the workstation 2026-08-17: unauth /health 403 on both (IAM-locked healthy), zero allUsers, invoker mizoki-platform@ only; authed /health 200 on both via impersonated invoker — cell 39 serves auto_send:false, deployer memory-mode, crm_configured:false; cell 38 serves default_subject_salt_in_force:true (CRE_SUBJECT_SALT still an operator item — NOT DSAR-ready). deployed-ci is therefore now true for both rows; §6's operator remainder otherwise stands.
• ADDENDUM 2 (env-var wiring, same day): run 32041998824 wired SELF_URL, ALLOWED_CALLER_SA, and secrets (GOOGLE_MAPS_API_KEY placeholder, CRE_SUBJECT_SALT real 256-bit salt, ANTHROPIC_API_KEY, GEMINI_API_KEY) on both cells. Serving revs now cre-prospecting-core-00003-bfq and cre-outreach-engine-00004-wfz. Caller gates 200 (was 503). Cell 38 default_subject_salt_in_force:false (DSAR-ready). Remaining operator items: GOOGLE_MAPS_API_KEY needs real key in Secret Manager, provider transports (Graph/Gmail/Pipedrive secrets), scheduler SA.

7. Open work — honest register

• P2 governance lane (claimed 2026-08-16 23:1x, board row now stale >6h): its deliverables are NOT on main — measured today: no ontology/domains/cre module, no Apollo/Hunter connector wrappers, no CRE erasure-cascade extension. The OCP migration remains deferred (by design it rides Cell 38's first mapped intake). Whoever resumes takes over the cre-p2 row per the board's stale rule.
• Owner decisions open (plan v1.0 / skill): O2 ("80%" claim attestation or permanent qualitative rewrite), O3–O4 (pre-foreclosure/school-zone/equity-band targeting — recommended permanently blocked), O7 (CoStar/LoopNet licensing before any Cell 37 ingest), O8 (vendor DPAs before person data flows to Apollo/Hunter), O10 (market-freshness max age; 90-day design default).
• Operator items: first dispatch of the deploy workflow; provider credentials/transports; scheduler wiring; the canonical-store erasure gap (register item 27) stays open and is not CRE-specific.
• No holdout has ever been registered against real prospects; no campaign exists; no outreach has ever been authored against a live account. Every capability statement above is built, pre-benchmark.

8. Branch cleanup — 2026-08-17

All eight remote branches were measured 0 commits ahead of origin/main (fresh fetch, per-branch rev-list --count), their board lanes done, then deleted: claude/cell38-cre-prospecting-core, claude/cre-outreach-engine-p3-cre39x, claude/cre-p4-residential-rails, claude/cre-registry-deploy-row-truth, claude/miz-oki-shopify-media-dmxzy4, cre-outreach-deploy-workflow, deploy/cre-cells-38-39, launch-readiness-restatement-2026-08-16. Origin now contains only origin/main. (Precedent: the 29-branch sweep of 2026-08-16.)

Evidence for every landed claim: ancestry checks (git merge-base --is-ancestor <sha> origin/main), the cited run ids, and the suite counts recorded on the session board and coordination ledger. Cell/number authority: docs/architecture/CELL_REGISTRY.md.
