Whitepapers
Two different positioning papers are rendered from this directory by one script (render_v3_pdf.py; dependency pinned in requirements.txt). Neither supersedes the other: the OKI paper (v3.1) is the external positioning paper reconciled to measured repository state; the Master Positioning Document (r3.6) is the owner-authored platform whitepaper that carries the amendment of record. Decision of record (2026-09-04, taken under the owner's in-session delegation, session e5a8hj; closes Wave 1 verifier finding F-03): these are two topics, not one — different author, audience and function (external positioning reconciled to the measured tree vs. the plan of record carrying the ruling). Neither is superseded, no canonical_topics.csv row is owed (that register records supersessions), and docs/INDEX.md lists them as separate rows. Reopen only if the owner rules one supersedes the other.
