The lane is built and GATE-2 DDL-deployed but not activated. Activation stays blocked by the workflow's own constitutional gate until an operator registers the holdout. iROAS — never platform ROAS — governs DECIDE. No LII/intent activation without a holdout registered before first exposure (CONSTITUTION III.6), non-waivable by any approval token.

Plan of record since 2026-09-02: v1.2 (ORACLE_PRECONVERSION_INTENT_v1.2.md) — v1.1 plus the Run-1 canon corrections (Firestore schema expression, VDI external-prose rule, explicit REJECTED list, verified gate commands). v1.1 and v1.0 are retained in place, superseded.

MIZ OKI 3.5 — r3.6 (Sep 2026) The current whitepaper: r3.5.1 with the r3.5.2 amendment folded in; Appendix A carries the ruling of record verbatim. MIZOKI_3.5_WHITEPAPER.md is a pointer to it.
r3.5.1 + r3.5.2 (archived, superseded) The base + amendment pair r3.6 folds, preserved byte-verbatim; the old docs/ paths hold cross-link stubs.

Operator machinery (everything defaults OFF, fail-closed)

Cell 36 — Holdout Sizing Dry-Run POST /v1/causal/holdouts:preview — size a proposed holdout against validate_holdout before the write-once :assign. Persists nothing. (Also orchestrator.py, holdouts.py.)
