Don't convert either way. Budget spent here is simply burned — suppressed.
Sleeping dogs
Convert only if left alone — outreach actively pushes them away. The most expensive audience to reach, in both directions. Excluded.
The quadrants are estimated per segment with uplift models over registered experiments — the same holdout machinery as the credit ledger, pointed forward.
Retargeting is our best channel. The dashboard says 8x. So why does growth feel stuck?

- Signal quietly kept the ads away from a small, identical slice of shoppers and watched what they did anyway.
- The ledger
- Most of that slice bought regardless — sure things, not persuadables. The real return was closer to 1.4x.

- Retargeting cut by a third; the budget moved to net-new customers. Revenue held.
